Originally, Throne and Liberty was part of the Lineage series and intended as a sequel to the first Lineage game. However, during its development, the game underwent significant changes and was repurposed. It was first announced in November 2011 as Lineage Eternal, but its release was delayed several times.
The first closed beta test took place in South Korea in 2016. In 2017, NCSoft changed the game's name to Project TL and finally rebranded it as Throne and Liberty in 2022.
